It is initiated when an owner commissions a design professional—an architect or an engineer—to prepare drawings and specifications for a construction project, contractor is then hired through competitive bidding or a process of negotiation.
This process is typical of most public agencies and when public financing of the project is involved and typically involves a “lump sum” bid based on the documents provided by the Owner. With this method the same cost and time saving opportunities as with Construction Management and Design-Build project delivery methods.
